[Bug 8020] cmd can't find .bat if full path is given / not found file causes a cmd spawning recursion

k - I'll take a look hopefully tonight, maybe tomorrow. Can you just confirm 
the 2 problems:
Case 1. z:\bar\foo.bat exists, and launching it with full path fails
Case 2. z:\bar\foo.bat exists, and launching it with full path ends up 
recursing
