(-decompile) $ wine /usr/local/lib/wine/fakedlls/hh.exe -decompile html/ file.chm Following the link http://www.help-info.de/en/Help_Info_HTMLHelp/hh_command.htm, the command line parameters are right. I will try Wine 1.3.11 too.
