At least development versions (e.g. from Ubuntu PPA) shouldn't say `wine-2.4`
only because that can cause a lot of information to be lost when filing bug
reports (or cause extranous work for the reporter). The output of `git
describe` could be used since the git repository uses tags well.

The Ubuntu PPA is now deprecated, see
https://www.winehq.org/pipermail/wine-devel/2017-March/117104.html for more
information.

I don't see a problem here, Wine already uses git describe to construct the
version string when Wine is built from a git repository. The official builds do
not contain any patch count or hash because we only provide release builds.
