If the InstallShield runtime from http://support.installshield.com/kb/files/Q108158/IsScript7.zip is installed, the installer when started proceeds past this point normally. Based on Wine error message: err:msi:ITERATE_Actions Execution halted, action L"SetARPReadme" returned 87 I am concluding that this is msi related.
