Sometimes that is the only way to properly communicate an issue that is happening. Showing with an mkv file removes all misunderstandings. Re-uploading ee_min.mkv which was downloaded from this fairly recent bug as a test: https://bugs.winehq.org/show_bug.cgi?id=58308
Based on this successful upload of mkv downloaded from previous upload, Bugzilla is already enhanced by allowing mkv. Perhaps your mkv exceeds size limits indicated under upload button: (File size limit: 10000 KB) Requiring files under 10MB seems reasonable.
