Windows winhelp does not do that. That behaviour may be desired, e.g. it makes selecting text using the keyboard possible. However... Click in a page so the cursor is shown, then click on a link to go to another page. A flashing cursor is present at the top left, even before you click in the page. On some help pages, the flashing cursor is present at the top left even before the user clicks in the page. Also, if there is a large graphic at the top left, the flashing cursor may appear (see cwdeluxe.hlp and click on the picture). For example, load WINHELP.HLP from Windows XP into Wine winhelp. If you click on the right half of the Expand button, instead of the action occurring, a flashing cursor appears to the right of the button. Open that and click "Getting Started" then "What Is PSP Browser?". Another help file which shows this problem is that for Paint Shop Pro 3.0.
Open that and click "Getting Started" then "What Is PSP Browser?". Clicking the tabs at the top should move to another page, but Wine winhelp just shows a flashing cursor at either side of the tabs image.

For example, open pspbrwse.hlp in Wine winhlp32. Click Getting Started then What is PSP Browser? There are four tabs shown. (By the way, the background colour above and to the right of the tabs is supposed to be yellow.) I can click either of the first two tabs, and the text below changes as it should. However, clicking the other two tabs does nothing except cause a flashing caret to appear to the right of the tabs. And clicking one of the leftmost tabs again sometimes causes a caret to appear at the top, to the left of the Getting Started text. Click the Summary button, then Selecting Files and Selecting Files (in red). There are five tabs shown, and I can select any of the first three. It seems tab selection works only when the mouse pointer is over the left half of the tab strip. E.g. clicking the right side of the third (middle) tab does not select it. Testing with pspbrwse.hlp, click "Getting Started" then "What Is PSP Browser?". Clicking the tabs at the top should move to another page. Only the first two tabs work. Clicking Introduction or Activating does switch to that tab, with a flashing cursor at the top left of the window. Clicking on either of the rightmost two tabs (PSP Browser Window or Changing Directories) doesn't switch to that tab.
