[Bug 9153] midl generates wrong output, keeps Visual C++ 6 from working properly

Took me a while to find midl.exe. With today's wine-git, I get

midl : error MIDL2398 : cannot execute MIDL engine

So I need to figure out whether I'm not running it correctly or if things have
regressed, in which case I'll file a new bug.
