To clarify:
what is relevant to Wine is that Wine apparently doesn't send the following
messages to the application: 
WM_ENTERSIZEMOVE
WM_EXITSIZEMOVE
WM_GETMINMAXINFO

Workaround described in previous comment is irrelevant, please ignore.
