The main binaries are missing. Adobe DNG converter 13.x requires WinVer set to 'Windows 10' otherwise the installer will refuse to run. This was fixed by commit https://source.winehq.org/git/wine.git/commitdiff/c70a303cd44e3463772ab9ecd2... ("kernel32: Implement IsWow64Process2.").
