When you enter your cd-key and attempt to generate this file, The game returns an error code and fails to generate the file. Generating the file using windows and attempting to use the activation text file obtained did not work. As comment #2 says, due to lots of customer complaints this DRM was removed by game publishers in subsequent patch releases. The usage was very limited and the activation servers are most likely not alive anymore .. IMHO waste of time. Looking at the profile, patent filings and who they sued -> patent troll Tempted to close this ... or at least merge with bug 23177 ... but well.
