In 1.1.4 patching works. Attaching a log, will do regression testing in a few days (as soon as my time allows). Speaking about workarounds, symlinking all .cab files from original Office 2003 distributive to $WINEPREFIX/drive_c/windows/Installer is working as one. It seems like that bug affects installing Service Pack 3 as well as Office 2003 installation itself, because if I try to install SP3 with vanilla Wine after installing Office 2003 with patched wine, Service Pack installation fails with the same error message about custom-action-something.
