Inside, it shows some important Windows applications that can be started from there. It is intended for starting applications from a removable disk device like the "Portable Apps" app collection. On this picture Windows start bar is on top of the screen. Can you please retest with wine-9.22? I was able to reproduce the problem with a KDE desktop on wine-9.21, but I'm able to open the menu now with wine-9.22.
