I got the same problems while trying to play Total Annihilation. I used dxdiag 5.00.2134.0001 from my Windows 2000 (SP4+Rollup1) installation to check Directplay. It's true that you need to follow the instructions from Nick in comment #3, but this didn't resolved the problem for me. TCP/IP still didn't work in TA and dxdiag showed up errors in the DirectPlay tab. You need the right DLLs AND the correct registry values which I have attached.
