Perhaps the best route to a solution is to ask the Rats how / if they changed the joystick input handling in 1.31. That may give us a clue to the problem. I tested it locally and I'm able to assign commands to my joystick and use them, but I haven't tested extensively because in my Intel graphic's card the game doesn't run too well.
