Wine doesn't have implementation for those dlls. And, according to google, they are part of Netowrk Monitor which was removed from Windows as well (starting from Vista). You can install it and see if it will work for you.

The vendor decided to recycle the same binary name 'kfsens40.exe' for different versions for whatever stupid reasons. No prior archive.org snapshots exist from the original vendor site.
