Use
wine C:\Program Files\Steam\SteamTmp.exe SelfUpdate "C:\Program
Files\Steam\Steam.exe" 14
or play around with the filenames (go into steam folder and use)
wine SteamTmp.exe SelfUpdate "Steam.exe" 14

That fixed it for me, but its still a problem with wine :)
