It's the standard Wine "Browse C: Drive" submenu selection from Application Launcher.

The function "Browse C: Drive" is provided by Wine. The "C: Drive" is a pseudo-DOS/Windows drive provided by Wine.
There is no "file" involved here.
Wine does not supply any menu entries at all; it has probably been added in by your distributor.
