However I can reproduce it on two of my machine, with Ubuntu 18.04 and Deepin 15.7. Just to make sure, you tried running a clean WINEPREFIX with a fresh install of Steam? Yes, it's clean prefix.
-no-cef-sandbox works around the issue? Not sure, I have it both ways. Sometimes it work, sometimes the problem just goes away.
Does it work with windows version set to XP, or does the regression still appear then? Haven't tried that. Steam on XP uses older version of CEF, which shouldn't call UpdateProcThreadAttribute at all. I'll try it when I can reproduce the issue again.
