Following various people's help around the Internet, I was able to get Launcher.exe to run for a little while, then it crashed again changing game availability status. wine: Call from 0x7bc4c010 to unimplemented function msvcrt.dll.??_U(a)YAPAXI@Z, aborting You have native msvcrt.dll which does not have required function. Remove it or set dll override to prefer builtin.

I think this bug can be closed, the Launcher works just fine on my installation: virgin WINEPREFIX and Wine compiled from source.
