If I could install 3DMark®99 MAX Free Version from bug #7210 and try just changing the HKLM\Software\Microsoft\DirectX\ to 4.6.1.0. The demo does not work out of box on Windows 7, and none of the Windows compatibility versions allows the game to start, so I think the bug can be considered invalid.
Don't forget Wine is not Windows. It's not a buggy application just not very future proof, just like a game/app that needs Windows 98 and setting that in Winecfg is okay. Arguably, the demo's broken decoding of a DirectX version string from the registry, which might not even be the sanctioned method in the first place, is buggy. I feel that having compatibility knobs modeled on similar functionality on Windows is perfectly fine, but you can't have changes in Wine that totally contradict what Windows actually has/does. That said, you're perfectly entitled to make whatever local changes you please to your Wine prefix. Before marking invalid is there a possibility for matching the DirectX version to an operating system version? All this games needs for it to work is a version string within the range of 4.06 and 4.07.
How would that work? DirectX 9 was supported for Windows 98 and DirectX 8 for Windows 95. Well, the issue is also present in XP. There is an easy workaround which is to change the registry (works on both XP and wine). One could argue this is WONTFIX but I think it's invalid because it happens in native too.
