They all go back to the start of the installer upon completion. (In reply to comment #2)

The first installer installs the Civilization 4 Base Game. The second installer, which looks exactly like the first, installs Civilization 4 Colonization. I do not think this is a bug. Civilization 4 Complete has multiple installers. The first installer installs the Civilization 4 Base Game. The second installer, which looks exactly like the first, installs Civilization 4 Colonization. The second installer starts after the first installer finishes.
Maybe you are right.
