This bug applies to the downloadable version at http://www.reflexive.com/IceCreamTycoon.html (click "DOWNLOAD NOW!"). Enable virtual desktop mode using winecfg, e.g. 1024x768 (assuming your X desktop is significantly larger). Download and run the installer, then run ICT.exe. If the virtual desktop resolution is set to 800x600 (say), the initial window appears partly off the virtual desktop, so the buttons are not visible or clickable. A demo (~120MB) can be downloaded from http://www.strategyinformer.com/pc/thelordoftheringswarofthering/demo/291.ht... Unfortunately, the demo doesn't show the problem.
