Can be reproduced with the demo (non-Steam). The game needs .net2.0, xaudio2, native d3dx9_43 and d3dcompiler_43. However what has improved a lot in Wine over the years is that the game no longer gets stuck on the "Building the town..." screen, but loads much faster. On a 6-core Ryzen 5 CPU and with an old Wine-6.15 it takes more than 4 minutes to get past that screen. In 10.0-rc4 it is done in ~40 seconds.
