When launching an ARM64 binary with Wine on an x86-64 CPU, the error message is
"File not found"


file sigcheck64a.exe
> sigcheck64a.exe: PE32+ executable (console) Aarch64, for MS Windows
> wine sigcheck64a.exe
> Application could not be started, or no application associated with the specified file.
> ShellExecuteEx failed: File not found.

tested with Wine-Devel 11.0 on macOS 11 with Sigcheck 64-bit ARM binary
