I have also had to downgrade to 4.17 to work around this considerable annoyance. The referenced bug tracker link is dead so it's not clear which exact Wine-Staging patchset you are referring to.

Hi Anastasius, Since Fedora only uses Wine Staging, fixing it in Wine won't do me any good.
Do you have by any chance the email conversation created by the tracker preserved somewhere?
Checked everywhere. The only thing I could find was my bookmark in Firefox and that is not dated. No sign of it in Thunderbird.
