I followed the instructions for installing on Linux Mint 19.x/Ubuntu 18.04
(https://wiki.winehq.org/Ubuntu). I was able to install winehq-stable just
fine, but I get the following message from apt when trying to install
wine-staging or wine-devel:

The following packages have unmet dependencies.
 winehq-[staging/devel] : Depends: wine-[staging/devel] (= 4.9~bionic)

The conflicting packages are wine, wine-amd64 and wine-i386. To make sure these
conflicts weren't because of winehq-stable, I removed it and all other
WINE-related packages from my system and tried again, but got the same error
messages.

The message clearly says you have unmet dependencies. You need to figure out
what they are and install them.

The way to sort out dependency problems is to work your way backwards. Try
installing wine-devel-i386, see what apt complains about, and try installing
that. Repeat until you've installed whatever was blocking everything. If you
need further help, ask for it on https://forum.winehq.org/. Bugzilla is not for
user support.
