That's not correct; you're missing the end of the path. The correct path is: deb https://dl.winehq.org/wine-builds/debian/ buster main See https://wiki.winehq.org/Debian for full instructions. From my debian sid desktop if i type:

Can confirm adding the source list entry explicitly still fails:
``` apt-add-repository "deb https://dl.winehq.org/wine-builds/debian/ buster main" ```
Then as I stated above, follow the troubleshooting steps in https://wiki.winehq.org/FAQ#How_do_I_solve_dependency_errors_when_trying_to_... and ask for help on the forum if you need it.
