error after running "wine PAKtool.exe"

The latest wine update on arch has broke some (not sure if all) applications
that relies on .net desktop runtime. Downgrading wine on Arch to 10.19 solved
it.

Steps to reproduce.
1. Download SATools https://github.com/X-Hax/sa_tools/releases/tag/659
2. Install latest version of .NET Desktop Runtime
https://dotnet.microsoft.com/download/dotnet/thank-you/runtime-8.0.22-window...
3. run any tool in the SATools tools directory
