If I comment out the current URLOpenBlockingStreamA/W functions/spec, I can
reproduce the original issue. With them in place I get the same results as
comment #4.

Note that you should use the shortcut installed in Public\Start Menu\Programs,
otherwise I get what I got in comment #7.

Regardless, it's clear the original bug was fixed. The current problem should
get its own bug.
