Are you sure this is a wine bug? Because it does sound more like a driver issue. Also, does it work with vanilla wine, without the gallium nine patches?
With vanilla wine the game doesn't run at all. With wine-staging it gets 10-40fps and stutters so bad it's unplayable. Wine + Gallium Nine is the only way to run the game smoothly for me and gives 80-100+ fps. I don't know how to tell if it's a driver issue. I've tried 3-4 different drivers and all of them except Oibaf's give me constant rendering issues in FFXIV. Because if not, the problem either lies with the wine-gallium nine patches or mesa.
