Here's the bug I'm experiencing.

When caps lock is off, when Wine is supposed to be inputting lowercase letters,
it instead does the opposite and inputs uppercase letters, and vice versa when
caps lock is on.

Are you running multiple programs at the same time in the same Wine prefix? 
Did you switch the Caps Lock state when one was focused (and the other was
therefore not)?  This may be a duplicate of bug 35907.
