I think this is already fixed. Your wine version is too old already.

Wine build: wine-1.9.15. 

Yes this is already fixed. Bug 40905. But I think the bug is still valid
against newer wine, but I think there is 1-3 bugs open about it not installing
already.

Unhandled exception: unimplemented function
api-ms-win-crt-runtime-l1-1-0.d._get_narrow_winmain_command_line called in
32-bit code (0x7b43fbe2).
