A meta bug wouldn't be very useful in this situation.

If the reporter can't describe the problem then we developers ask questions of
the user and narrow down the problem.

It's not the responsibility of the developers to split a generic bug report into
individual issues, but some of the time this is what happens.

It's how wine's bugzilla works, and most other bugzillas as well.
