Theoretically, can I create russian directories from wine apps?

When I had changed directory from app and tried to work with files, I saw errors 
messages. But I can work with files, full path of which consists russian 
symbols, when I run app from this current dir.
[wieker(a)yarilo wieker]$ cd acm/саратов/
[wieker(a)yarilo саратов]$ wine notepad file1.txt
{Type fg; Ctrl-S; exit}
[wieker(a)yarilo саратов]$ cat file1.txt
fg[wieker(a)yarilo саратов]$
