It looks like you don't have the Managed DirectX assemblies installed; you may have no choice but to install the directx9 redist from winetricks, as I can't think of any better source for those.
Good call!...although strangely, directx9 runtime (and .NET 2.0) were actually installed previous to the installation of the game itself. Taking your insight onboard however and reinstalling directx9 with winetricks, did actually get the game running. I'm not sure exactly what may be at play here, but, I'll redo the installation a few times and see if I can ascertain why reinstalling directx apparently fixes it. ...just house-keeping -- the gamefly service recently rolled out to my locale, and as such I can now access my games purchased thru the old direct2drive service. In the interim, the gamefly client (the version of rally revo I have) has come a long way - likewise can be said for wine. I just had a hard swing at it, and found the game itself.. sega rally revo ... now actually runs quite well, however there's all sorts of nonsense with DRM integration with the gamefly client, and how that client handles things ... all unassociated problems here.
