[Bug 6404] Tooltips shown as windows "blocking" cursor in IE

Appears to be fixed in 1.0-rc3.  Moreover, it's *better* than IE running native
on XP for the same web site -- tooltips could completely obscure the input box.

Also, tooltips no longer steal focus (bug 2891).
