This works for me with Wine 0.9.4.  I did (with the wine source tree in ~/wine):

cd ~
rm -rf ~/.wine
~/wine/tools/wineprefixcreate --use-wine-tree wine
~/wine/wine dummysetup.exe
ls ~/.wine/drive_c/windows/system32/MSVBVM60.DLL 

And there's MSVBVM60.DLL... could you please retest with Wine 0.9.4?
