For me it appeared in the German keyboard layout. I noticed this bug the first time I was using the Proton 5.0.6 for GTA:V and thought it might be a Proton specific issue. Now I am using WINE 5.6 for World of Warcraft and it causes the same issue. In WoW I can still use any skills that have been set on the hotkey "v" and in GTA:O I still can change camera positions. For whatever reason KDE made some config files in which it changed the locale settings.
