implement pict handle dispid

Here's a patch that silences one of the fixmes.  Unfortunately it doesn't
address the problem.

I'm guessing the no connection point error is more relevant?  I think that GUID
(33ad4ed2-6699-11cf-b70c-00aa0060d393) is a PictureBox control:
