Installing directx9 with ./winetricks d3dx9 did not change the situation. Still a bug in current wine (3.11) ?
As far as I can see, this bug was fixed somewhere between Wine 1.9.20 and .24. The crosshair and the stars when warping are visible in recent Wine versions. I tested with the GOG.com version and started the game with the executable 'sfad3d.exe'.
