WineHQ user forum (https://forum.winehq.org/) is the place to get help first. Only if there is a conclusion/no further help create a new ticket (after searching appdb entry and Bugzilla for duplicates). Now you essentially re-christened your bug report from "installation doesn't work" into "some user-interface/menu doesn't work". That's not very appealing to any triager to work with as various fields are now incorrect. The menu works fine here with Wine 3.10 Since you weren't really specific what exactly doesn't work, don't expect much help. You appear to be running Wine-Staging for whatever reason.
I am trying the software out which is provided also by the distribution “openSUSE Tumbleweed” (for example).
FIXME's don't necessarily translate to bugs.
How many development attention will mentioned incomplete software functionality get?
Most of the time they are harmless.
I am concerned that there are still more open issues to consider.
Now you essentially re-christened your bug report from "installation doesn't work" into "some user-interface/menu doesn't work".

German tax office dropped the complete support for its ElsterFormular. This means: -no download an installation file -no updates of an existing installation -no interface connector for uploading the tax data
This means: there is not really a chance to fix a bug - neither in wine nor in ElsterFormular or elsewhere.
This bug may be set to "ABANDONED / CLOSED".
Sorry: I'm wrong. The tax office still provides downloadable versions of this software here: https://www.elster.de/eportal/infoseite/download_elsterformular There are still three versions: -private user -small business -all forms for every kind of business and taxes The update function still works.
