Is this a regression?

The bug could have appeared on the newer Resource Hacker version (3.6.0.92), but I tried it with an older version (3.4.0.79) and the bugs appear there too.

The platform doesn't mean the type of wine used but 'The hardware platform the bug was observed on'. That wine version seems wrong (most likely a local branch).
