I have Wine 3.17. My comment #3 from 2018 is still spot on. That specific C++ exception from the installer is the result of failure to load/parse 'UiInfo.xml' via msxml3. Unfortunately Dan only posted the backtrace and not the full console output otherwise the failure to instantiate 'msxml3' inproc server would be visible.
