Well, it was mentioned in bug 38169 can't we do a usleep here? get screen Hz from somewhere and do a usleep(1/Hz * 1000 - x)
I suppose, but that wouldn't actually synchronise with vblank. OML_sync_control does provide that functionality though, through WaitForMscOML() in particular.
