Steps to reproduce:

1. Open any native linux app (Chromium, for example).

2. Open Photoshop CS2.

3. Switch to Chromium using Ctrl+Tab.

4. You will see that Photoshop's toolbar windows stays on the top of the
screen.

Note: if Photoshop is minimized, it's toolbar window hides correctly.
