[Bug 6311] Civilization Call to Power Installer crashes on launch

commenting these 2 lines out does the trick, the error lies here and causes
wine to crash
        if (!is_desktop_window(win))
            offset_region( win_rgn, -client_rect->left, -client_rect->top );
