As of Wine 6.5 file associations seem to be completely broken.

Steps to reproduce:

1) Download IrfanView
2) In Options -> File Associations set the desired formats
3) xdg-open image.png

Application could not be started, or no application associated with the
specified file.
ShellExecuteEx failed: File not found.

I've tried strace'ing the issue but the log file is huge (~44MB) and I cannot
make anything out of it.
