To reproduce:
Launch notepad in a virtual desktop, click the minimize button: a ghost window
remains painted on the desktop which cannot be accessed.

Doesn't happen in full screen mode and reverting
606d2f48bf8149bf45153f11ef3501eece20762c
fixes the problem in virtual desktop mode.

Tested on
X.Org X Server 1.21.1.18
XFCE/XFWM 4.20 (no compositor)
wine-10.17-164-g606d2f48bf8
