pro_static2x.sha effect.

I attach the pertaining effect obtained by setting VKD3D_SHADER_DUMP_PATH.

Note that it not only requires support for decl{} blocks but also asm{} blocks.
This is not trivial.

Note that the game crashes on wine-10.19 because of an unrelated regression
that was fixed in c5a90f3e7e24ac939bc4428e6c4b69b2670f0a3c.
