WTSapi is Windows Terminal Server

BOOL WTSEnumerateSessions(
  HANDLE hServer,
  DWORD Reserved,
  DWORD Version,
  PWTS_SESSION_INFO* ppSessionInfo,
  DWORD* pCount
);

We might be able to implement it as a stub in dlls/wtsapi32/wtsapi32.c
